They removed to Iowa, July, 1851; he was a lawyer, and from 1865 to 1890 he published The Fayette County Union. " William McClintock, a retired journalist who since 1851 has been a resident of West Union, was born in Arcadia, Wayne County, N. Y., August 13, 1821, and is a son of James and Hepsibah (Jones) McClintock. His father was born in Hillsboro, N. H., and was descended from an old New Hampshire family of Scotch origin. His mother was also a native of Hillsboro. They removed to New York soon after their marriage and subsequently became residents of Geauga County, Ohio, where for twenty years our subject made his home. Upon his father's farm he was reared to manhood and in his youth acquired an academic education. Not wishing to engage in agricultural pursuits, he turned his attention to the study of law and was admitted to the bar in Geauga County, in 1849, practicing there until his emigration to Iowa two years later.

In the meantime, Mr. McClintock was united in marriage in 1850 with Miss Athalia M. Lacy, a native of Aurora, Ohio, and a daughter of Jasper Lacy. By their union was born five children, three sons and two daughters - Frank, the eldest, married Miss Fannie Kent and is living in Grand Junction, Col.; Addie died in March, 1887; Nell B. is the wife of H. B. Blackmum of West Union; Will H. married Mattie Fawcett and is living in Chicago; Fred is single and also makes his home in Chicago.

On coming to West Union in 1851, Mr. McClintock opened a law office and continued practice until about 1871, doing a fair legal business. In addition to his labors in that line he took upon himself the management of a paper on the 1st of January, 1866, at which time there was no other paper in the county. He established the Fayette County Union and continued its publication until 1878, when he retired to private life. About nine years later however, he entered upon the duties of postmaster of West Union, to which he was appointed in March, 1887. He faithfully discharged the duties of the office until April 10, 1890, when he was succeeded by the present incumbent. Mr. McClintock is the oldest surviving journalist of Fayette County and has been identified with the press and bar of the county for thirty-nine years. He has always been a consistent supporter of the Democracy and in the interest of his party published the Fayette County Union. On considering the many years in which his party was in the minority in Iowa and the hostile feeling against it, especially during the dark days of the late war, we see that he must have had special reasons for his unswerving support. Principle was the foundation for his consistency and even his political enemies gave him their respect, knowing his motives. He is held in high regard throughout the entire community and is well worthy a representation in this volume."

viii. JASPER BRUSH LACY3 (Anne,2 Simon1), b. Bainbridge, Geauga Co., Ohio, Jan., 1837. His brother Daniel writes Nov. 13, 1903: "He went to New York from Ohio in 1852, and went to firing on the Erie R. R. for Marvin Fowler; but in August of 1854, I saw him at the freight terminal of the Erie road. He had just recovered from the smallpox and was a brakeman on the Erie road. Since then we have none of us ever heard of him." Careful inquiry (in 1903) amongst the oldest Erie employes at Jersey City discloses nothing about him.

x. MILO LACY3 (Anne2, Simon1), b. Bainbridge, Geauga Co., Ohio, 14 Oct., 1841; moved to Iowa, 1853, and began learning the printer's trade in the office of the "Pioneer" of West Union, Fayette Co., Iowa, finishing in the "Times" office, McGregor, Iowa; enlisted 1862 in the navy, and was assigned to the gunboat Genessee, then on blockade service off Charleston and afterwards in the first assault on Vicksburg and the siege of Port Hudson; after serving over a year and gaining promotion he was discharged at the expiration of his term of service; returning to McGregor he enlisted in the 7th Iowa Cavalry which was sent to the plains; there on one occasion he was one of a small squad sent up the main road from the fort in search of Indians; after a few miles, a hundred redskins suddenly rose before them, and after a few volleys the scouts retreated, the Indians following at a safe distance. At a stage station on the way back the soldiers cried an alarm to the man and his wife. The husband, panicstricken, mounted the only horse and left his wife to the mercy of the savages. Milo, in the rear of his squad, found the woman crying and begging piteously to be saved. After vainly trying to get her on behind, he gave her his place, gave the horse a stroke and ran behind for the fort with the Indians in hot pursuit. As they were about to overtake him, he sprang behind a buffalo carcass and leveled his carbine at the foe, who quickly fell back ((y) See The "Old Northwest" Genealoglcal Quarterly, for Oct., 1904; Vol. VII,p. 279.) out of range. Though in great peril, he held them at bay till help came from the fort. He participated in many campaigns against the Indians; was promoted to first sergeant, and being mustered out in the spring of 1866, returned to McGregor. In West Union, 19 Dec., 1866, he was m. by Rev. Wm. Fawcett, to Jane Elizabeth Hines, b. Jacksonville, Center Co., Pa., 4 July, 1842, daughter of Marshall Paul and Lucetta (Shields) Hines. He was part owner of the Fayette Co. "Union" till June, 1868; then of the Austin, Minn., "Democrat." He d. 25 June, 1869, in West Union, where his children were born, and his widow still resides. Children: (1) Clyde Lacy,4 b. 30 Oct., 1867; d. 2 Nov., 1867. (2) Anna Hines Lacy, b. 20 May, 1869; m. at Bethel Presbyterian Church, West Union, by Rev. John Gammons and Rev. S. H. MILO LACY

A well remembered and praiseworthy character, who for many years figured prominently in the life of Fayette county, was the late Milo Lacy, a man whom to know was to respect and admire owing to his many fine traits and his high ideals, which he sought to carry out in his everyday relations with his fellow men. He was born in Bainbridge, Geauga county, Ohio, October 14, 1841. He was the son of Jasper Brush and Anne Osborne (Henry) Lacy, the former born in Suffield, Connecticut, March 17, 1792, and the latter in Washington, Berkshire county, Massachusetts, on March 26, 1800.

Milo Lacy was educated in the common schools of West Union and he became a printer by trade, and was editor of the Fayette County Union until June, 1868, when he removed to Austin, Minnesota, and became editor of the Austin Democrat. He died June 25, 1869, in West Union, Iowa, where his children were born, and his widow still resides. At the time of his death he was a member of the Minnesota Editorial Association. He was a very able writer and as a local editor and condenser of news he had few superiors and he made his papers powers for good in their communities.

Mr. Lacy's war record is one of which his descendants might well be proud. In 1862 he enlisted in the navy for one year, and he was assigned to the gunboat "Genesee," then on blockade service off Charleston and afterwards ill the first assault on Vicksburg and the siege of Port Hudson. After serving over one year and gaining promotion, he was discharged at the expiration of his service and returned to McGregor, Iowa. He re-enlisted in the Seventh Iowa Cavalry, volunteers, which was sent to the plains. This last enlistment was on March 5, 1864, and he was in the service . until his regiment was disbanded. He was a member of Capt. Eugene F. Ware's company. He was discharged at Fort Leavenworth, Kansas. May 17, 1866. During his service for the Union he distinguished himself by true soldierly qualities and was promoted to the rank of first sergeant, and he participated in a number of trying campaigns and battled with Indians. Politically, he was a Democrat.

On December 19, 1866, Mr. Lacy was married to Jennie E. Hines, daughter of Marshall Paul and Lucetta (Shields) Hines. an excellent family of West Union, Iowa. The father was born in Pennsylvania March 23, 1818, and the mother in Nittany Valley, Center county, Pennsylvania, October 29, 1821. They were married in Nittany Valley, February 4, 1841, by tile Rev. Samuel Cooper. The father died in West Union, Iowa, February 21, 1877, at the age of fifty-nine years, and the mother's death occurred here on October 24, 1898, at the advanced age of seventy-seven years. The children born to Mr. and Mrs. Lacy are as follows: Clyde M. Lacy was born October 30, 1867, and died on November 2d following. Anna Hines Lacy was born May 20, 1869. Jennie E. (Hines) Lacy was born in Jacksonville, Center county, Pennsylvania, July 4, 1842. She received a good education and became a well known teacher, and was a member of the Fayette County Teachers' Association, also the Tourist Club of West Union. She moved with her parents and four sisters from Howard, Center county, Pennsylvania., to West Union, Fayette county, Iowa, in August, 1857, and she began teaching school in the spring of 1858, at the age of sixteen years. She passed all oral examinationand received her first teacher's certificate from County Superintendent S. W. Cole. For two or three years she attended school in West Union during the winter time and taught in the country in the summer months until the fall of 1860, when she began teaching in the West Union public schools. She continued to teach until she was married, December 19, 1866. In less than three years she was left a widow, with a little girl six weeks old. She resumed teaching in 1876 and was connected with the West Union schools until her health failed in 1897, making a total of thirty years work in the city schools and thirty-five years in the county. She was one of the best known educators the county has ever known in connection with the public schools and her services were of a high order.

Everett Madison Phillips

The following is a brief sketch of one who, by close attention to business, has achieved marked success in business affairs and risen to an honorable position among the enterprising men of the city with which his interests are identified. It is a plain record, rendered remarkable by no strange or mysterious adventure, no wonderful or lucky accident and no tragic situation. Everett Madison Phillips, the well known druggist of West Union, Fayette county, is one of those estimable characters whose integrity and strong personality force them into an admirable notoriety which their modesty never seeks.

Mr. Phillips was born in this city which has always been his place of residence, on September 14, 1867, and he is the son of Everett Noah and Emma (Cox) Phillips, the former born at Laporte, Indiana, and the latter at Huntingdonshire, England. The father was a soldier in the Civil war, having come to America when young and proved true to his adopted country. He made a good soldier and was first sergeant of Captain Stafford's Company H, Eighteenth Iowa Volunteer Infantry. The date of his enlistment was July 7, 1862, and he served faithfully for a period of three years, being honorably discharged from the service of the United States on May 13, 1863, at Springfield, Missouri, by reason of a gunshot wound in the right leg, received at the battle of Springfield, January 8, 1863, which finally resulted in his death on July 8, 1879, at Boulder, Colorado. He was postmaster of West Union at the time of his death, and was a well known, highly respected and honest man. His widow still lives in this city. Two of their sons are practicing physicians in distant states.

Everett M. Phillips, of this review, was educated in the West Union public schools. Deciding upon a career as pharmacist as a life work, he was graduated i8n pharmacy in the Northwestern University at Chicago, Illinois, where he made an excellent record. He owned and operated successfully a drug store in West Union for several years. He was captain of Company G, Fourth Regiment Iowa National Guards, for one term and he is now agent of the United States Express Company at this place and district agent of the Northwestern Mutual Life Insurance Company for northeast Iowa. He has built up a very satisfactory business and has become well known in these lines of endeavor.

Fraternally, Everett M. Phillips belongs to the Ancient Free and Accepted Masons, and Mrs. Phillips is a leading member of the Wednesday Art Club. Politically, Mr. Phillips is a Republican.

Mr. Phillips was united in marriage with Anna Hines Lacy, on August 31, 1897. She is the daughter of Milo and Jennie Elizabeth (Hines) Lacy, an excellent family of West Union, Iowa.
