COL. W.H. BAILEY EARLY RESIDENT

The W.H. Bailey Paint Store has a long record of service behind it, being the third oldest establishment in the city. Mr. Bailey came to the Walla Walla Valley in 1872. He has lived here ever since with the axception of a few years spent in the east and has devoted all his time to his paper and paint business. He was the first commander of the Stone River Post of the Grand Army of the Republic and was also the last commander, being the only surviving member of the post. Several years ago an impressive ceremony was held in which Colonel Bailey turned over to the Neil Best Post of the American Legion the colors of Stone River Post and charged them with the preservation of the ideals of the Grand Army of the Republic.

Mr. Bailey is an honorary member of the Chamber of Commerce and still takes an active interest in community affairs, despite his advancing years. Mrs. Bailey also is acitve in community activities and has won the love and admiration of all who know her through her faithful devotion and loyalty to her husband.

Ella Martin Bailey

Birth: Mar. 24, 1858

Ontario, Canada

Death: May 7, 1898

Milton-Freewater

Umatilla County

Oregon, USA

Ella was the daughter of Elam Eaton Martin and Eliza Jane Lester. Ella first married Edward Emerson Laughlen. They had one child after Edwards death, Louella Emerson Laughlen. Ella then married William Henderson Bailey and had 2 more children, Ella Edna Bailey and Wilbur H. Bailey.

The Milton Eagle, May 13, 1898, OBITUARY:

Died, at the home of Mr. A. Hopson, eight miles from this city, on Saturday, May 7, 1898, of Bright's disease of the kidneys, Mrs. Ella Martin Bailey, aged 42 years, one month and 13 days.

Mrs. Ella Martin Bailey, the subject of this sketch, was the beloved wife of Mr. W. H. Bailey, of this city, and was temporarily visiting at the Hopson residence to try the effect of fresh county air on her health, when the end unexpectedly came. She returned home from the farm Wednesday before her death on a visit to her husband and children and seemed in unusual spirits and greatly improved in health. Later, however, alarming symptoms developed, and although two skilled physicians were called to minister to her ailments and stay, if possible, the hand of death, their efforts were of no avail and she passed peacefully away Saturday evening surrounded by her husband and children.

Deceased was the daughter of Elam Martin, Princeton, Canada. She was married to William H. Bailey in October, 1886. Three children, a husband and an aged father mourn her loss. At the time of her death she was president of the Woman's Relief Corps of this city, an auxiliary of the G. A. R. She was a tireless worker in the cause of charity and religion and a large circle of friends and co-laborers that once received her aid and counsel will sadly miss her. A good Christian woman, a lover and dutiful wife and mother has been called to the great beyond.

Funeral services were held Sunday afternoon at the Christian church, of which denomination deceased was a member, Elder C. F. Goode officiating. The remains were interred in the Old Odd Fellows Cemetery. The funeral procession was escorted to the Cemetery by Hercules Lodge, K. of P. and a division of Stone River Post, G. A. R. Members of the W. Roman Catholic performed the beautiful ritualistic offices for the dead of that order at the church at the conclusion of Elder Goode's sermon. A large concourse of sympathizing neighbors and friends attended the funeral service at the church, and accompanied the funeral cortege to the grave.

======================

Article in file - with picture of Mrs. Retta Bailey, first woman Justice of the Pace in Milton, and Pete Ketsakis, Chief of Police and Deputy Sheriff for the east end of Umatilla County titled: Ready to Crack Down on Crooks

Judge Bailey Eastern Oregon's Only Woman Justice of Peace

The downcast eyes and modest demeanor of the young man in the accompanying picture might be attributed to one of several reasons, but the most plausible explanation is that he is simply dazzled by the honor of being photographed with eastern Oregon's only feminine Justice of the Peace. The lady in the picture is Mrs. Retta Bailey, who recently became Milton's Justice when appointed by Governor Sprague. The young man is known to a great many more people that would like to admit it. He is Pete Ketsakis, Chief of Police of Milton and Deputy Sheriff of Umatilla County.

It would seem at first glance that these two people have a tacit understanding, as indeed they have. But it is one based on fairness and justice with the best interests of the community at heart and no law abiding citizen has anything but friendliness to expect from them.

Mrs. Bailey, who is just another example of how efficiently women can take men's places when the occasion arises, as it has in this day of diminsished man power, became Justice of the Peace only a week ago. She was appointed to fill the unexpired term of Fred Fullerton, who resigned because of the urgency of business details. Mrs. Bailey, to use her own expression, is "inching along very carefully" under the new responsibilities of her important position.

"You know how it is", she explains. "Every young child must creep or crawl or hitch himself along in some way before he can walk, and I am only a week old!".

Mrs. Bailey is doing all right, too, if one can believe the officers who furnish "grist for her mill". They seem to be of the opinion that she is a right precocious infant for a seven day old!

The duties of Mrs. Bailey's new job are maniforld. She is studying Oregon law intently in the moments she can spare from her business activities. She feels that Milton. with its heterogenous and rapidly shifting summer population, is a fine place to test out the versatility and resourcefulness of a lady justice. While she is making herself conversant on the fine points of the Oregon law she has a sixth sense that tells her the officers are a bit dubious lest her feminity incline her to leniency toward offenders. - softness upon which their masculinity would frown. But such is not the case. Mrs. Bailey has an unbiased, humanitarian outlook, a strong sense of fairness and a firm beilef that law enforcement is a justce to the people who love the American way of life. She is convinced that hers is an important trust and is determined that the service rendered shall be of the highest quality.

Notes for Ella Edna Bailey:

Note: Article from The Ritzville Journal Times Dated November 25, 1948 Sisters United Here After Fifty Years Separation

Two sisters who hadn't seen each other in more then 50 years are together this week in Ritzville. Mrs. Charles Glenn is entertaining her sister, (Luella Emerson Laughlin) Mrs. Lester McKay of Toronto, York, Ontario, Canada, who left the family when Mrs. Glenn was only 18 months old. and the two hadn't seen each other since. The sisters lost track of each other for many years until 1925 when Mrs. Glenn was living in Wastucna. Then she received a letter from Mrs. McKay breaking a long silence. After corresponding regularly for some time, Mrs. Glenn moved to Ritzville in 1934 and for 10 more years from 1938 to 1946 was unable to re-establish contact with her sister in Canada. But that year she found her sister again, and almost immediately the two began laying plans which bore fruit last week as Mrs. McKay and her husband, a construction foreman near Toronto, arrived on the train for a three-month visit. The two agree it will take that long at least, to go through everything they've wanted to say to each other for the past half-century.
