Franklin County, Iowa came into corporate existence in 1855, just three years after the arrival of the first settlers. In 1856, when the population of the entire county was listed officially as only 780 persons, the town of Hampton was platted, and in March of that same year, after a political tussle, was designated the permanent county seat. The fact led to the establishment of basic businesses and drew population from Maysville and other communities, which had larger settlements.
In September of 1857, four residents of Methodist background invited the circuit rider to visit Hampton to establish a congregation, thus becoming the second Protestant group to set up a formal organization in the town. H. J. Burley had charge of the Methodist mission out of Eldora at that time. His territory included all of Franklin County and most of Butler County. That was the corn meal winter, a winter so severe that the circuit rider came to Hampton only twice. Early in 1858, services were held, and continued with more or less regularity as conditions permitted.
That first congregation lists the names of only four men. They were James Thompson, George Thompson, O. F. Kitchell, and Chauncey Gillett. It is interesting to observe that all the church property is in Block 14, of Gillett's Addition to the original town of Hampton.
While Hampton was a station on the circuit rider's list, a different man served it each year. Rev. James Hunkins followed H. J. Burley; then in 1859 a Rev. Knickerbocker was in charge of the Iowa Falls circuit, to be succeeded by Asa Critchfield. In 1860 W. F. Hestwood is recorded as being in charge of the Maysville circuit. Apparently each of these men at one time or another visited Hampton to conduct religious services. A local resident, John Gilliland, who worked as a bricklayer and plasterer, but who was also a preacher, aided them at times.

ELIJAH GIBBS -- The prosperous and well-known agriculturist and stockman of whom we now have the pleasure to speak, has, by his energy and industry, guided by wisdom, placed himself in the front ranks of Umatilla's army of wealthy farmers and stockmen. He has brought to bear upon his business operations here a goodly store of valuable experience gained during a busy life of varied activities, which, together with his natural ability of a high order, has made him a winner in numerous ventures and enterprises where many men of less practicability and depth have made miserable failures.
His father, Elias Gibbs, was a stockman and preacher in Knox County, Illinois, where the subject of this sketch was born on August 13, 1845, and where he passed the first twenty years of his life. He received a fine education, together with training from his father in the stock business, as well as in genuine Christianity, all of which pre-eminently fitted him for life and gave good reason to expect the bright career that has followed. In 1865 he commenced operations for himself, buying and selling cattle, which he followed until 1871. At this date he went to Dallas, Texas, continuing in the same line of business there for eight years, after which he went to Los Angeles, California, and engaged in the fruit business. Here he remained for six years, and from there came to Umatilla County. Upon arriving here he took up his original line of business, selecting this time sheep as the best fitted for this section. He was known as a leading sheep raiser until 1894, when he sold his entire bunch and bought the place where he now lives, on Birch creek, near Pilot Rock. He owns three hundred and twenty acres of excellent land, which is tilled in a shape becoming a good husbandman, but he gives most of his time to raising cattle. Of these he has a fine herd and is breeding them up in good shape. He brings part of the herd into the ranch during the summer and utilizes the milk for butter and cheese, thus getting a good return from the cattle and keeping them domesticated, which is a great savings of expense.
By his first marriage, which occurred in 1865. Miss Mary Gilliland at that time becoming his wife. He has the following children: Ettie S., born in 1868; Bert E., born in 1871; Elmer J., born in 1874; Gracie B., born in 1877; Warren J., born in 1879; William P., born in 1882, Ettie S. was married to Joseph Sturtevant, Bert E., married Miss Eva Burden. Elmer J. married Miss Gertrude Beitle, and the rest of the children are at home with their parents. In 1896 Mrs. Gibbs passed the river of death, and her remains are buried in Pendleton. In Pendleton, on April 11, 1899, Mr. Gibbs was married to his present wife, who was Miss Lillian Helmick. Mr. Gibbs in a member of Lodge No. 28, United Artisans, at Ukiah. He is also a member of the Methodist Episcopal Church, which receives a good share of his attention and where he is very popular. His careful and industrious life, which has been fraught with wise proceedings from youth and which is a daily example of the faith for which he stands, has made him a potent factor among men for good and for advancement.

Mrs. Frannie Gilliland aged 92 died Tuesday in Pendleton after a long illness. The funeral was held Friday. She was the mother of Mrs. Stella Noble and the grandmother of Blaine Noble. She came across the plains by covered wagon and settled at Ukiah. For more than 50 years she lived at Pilot Rock.

FRANK W. BOYNTON -- In the person of whom we wpeak we have one of the properous and rising young business men of our county, who bids fair to take his place at the head in a reasonable time, if the future can be definitely prognosticated by the past. He is one of that rising class that are slowly pressing into the places vacated by the worthy pioneers, and who, by their youthful energy and following the wisdom gained by the experience of their predecessors, are building Umatilla county into a more prominent place in the state.
He is a native of California, born in Sonoma county on July 18, 1871, his parents being Amos A. and Jennette M. (McKeen) Boynton. The latter died in 1898. His father was a prosperous farmer and gave his son an education and at seventeen years of age took him into partnership with himself, which arrangement continued for ten years. They first came to this county in 1882 and settled on Camas prairie, where they remained for fifteen years, following farming and dairying. At the expiration of that time the subject of this sketch went into business for himself, renting a farm near Pilot Rock. Here he continued for a short time and then embarked in the retail meat business in Ukiah, where he is at present engaged with a good and constantly increasing patronage.
At Pendleton, on October 10, 1892. Miss Grace D., daughter of Elijah Gibbs, and F. W. Boynton were joined in the bonds of holy matrimony, and to this union was born on September 9, 1893, one child, William V. Mrs. boynton is a native of texas, and her father is a stockman of this county at present. The esteem in which Mr. Boynton is held is indicative of his uprightness, while the aggressiveness of his spirit, yet tempered with wise caution, presage a career of useful activity and brilliant success. The father of our subject was a native of Franklin county, New York, and born on January 8, 1841. In 1862 he took the famous journey across the plains with teams and located in California, where he remained until 1882, whence he came to this county, as mentioned above.

WESTON - Lewis Gilliland of Weston died May 1 at a Pendleton hospital. He was 84.
He was born in Ukiah, OR, July 28, 1885. He had resided in Weston 52 years. Before his retirement he had been employed by Lamb-Weston Inc., at its Weston plant.
Mr. and Mrs. Gilliland celebrated their golden wedding anniversary in 1957. Mrs. Gilliland died April 10, 1963.
Survivors are: two sons, Russell and Hugh Gilliland of Weston; a daughter, Mrs. Ernest (Lois) Norris, Walla Walla; a sister, Mrs. Stella Noble, Hemiston: a brother, Bayard Gilliland, Pilot Rock; four grandchildren and two great-granddaughters.
Gilliland was a member of Weston Lodge A.F. & A.M. Royal Arch, Eastern Star and the Neighbors of Woodcraft.
The funeral will be at 2 p.m. Tuesday, May 5, at Folson's Chapel in Pendleton with burial in the Olney Cemetery in Pendleton. Folson's Funeral Home is in chage of arrangements.

Although Christmas Eve will mark the golden wedding anniversary of Mr. and Mrs. Lewis Gilliland of Weston, a reception honoring the couple will be held Sunday, Dec. 22, in Weston Memorial Where they will greet friends and relatives between 1 and 5 p.m.
Mr. Gilliland is the son of the late Judge and Mrs. T. P. Gilliland. He was born at Ukiah, Ore., and has resided in Umatilla County all his life.
Mrs. Gilliland, the former E. Lauretta Andrus, was born in Walla Walla and moved to Oregon as a young girl. Her parents were Mr. and Mrs. G. S. Andrus.
Mr and Mrs. Gilliland have two sons, Russell L. and Hugh P., both of Weston, and a daughter, Mrs. Ernest (Lois) Norris of Lewiston, Ida.
Mr. Gilliland is a member of the Masonic Lodge. THey are both members of the Order of Eastern Star and Neighbors of Woodcraft.

Wes Lloyd, Pioneer, Dies
WAITSBURG -- Wesley A. Lloyd, 76, died at his home here Saturday evening less than an hour after he had suffered a heart attack. Wes, as he was commonly known, was one of the most colorful native pioneers of southeastern Washington.
His father, A. G. Lloyd, was a volunteer militiaman who fought in the battle of Walla Walla during the Indian uprisings of 1855. In 1859 he returned to the valley and established a homestead 2 1/2 miles west of Waitsburg. There, May 27, 1871, Wes Lloyd was born.
Like his father before him. Lloyd was a close friend of the Indians. His father had entered into a verbal agreement with the Indians for camping purposes any time in the future. This agreement Wes Lloyd respected faithfully.
Eleven years ago he gave up farming and family moved to Waitsburg, where they made their home.
Inmatters of history, Lloyd depended on a remarkable memory. Early-day sports centered on races, thoroughbred and standard. He followed the sport enthusiastically. He could accurately recall names of horses and horsemen which held the spotlight long before the turn of the century.
He was one of the prime movers behind the historic racing association in Waitsburg which eventually became DAys of Real Sport. He was always proud of his part in support of that sport in his home town.
On October 7, 1909 he married Ina M. Boynton of Waitsburg, who survives him. To that union were born Tony B. Lloyd, who died a prisoner of the Japs in the late war, and Wesley M. (Milton) Lloyd who lives in Richland. Besides the widow and son, Wes Lloyd is survived by a brother, Ralph G. Lloyd of Waitsburg and several nieces and nephews.

While attending high school in Portland, a large fire, in Prairie City, which destroyed half the town, burned down his father's mercantile store and he was forced to return home. He did return to Portland to complete a business course. He assisted his father and then in 1905 moved to Ukiah where he purchased the mercantile business and operated it under the firm name of Ukiah Mercantile Company.
Politically a Republican. He served as postmast of Ukiah for five years. He was a member of the Pendleton Lodge No. 288, B.P.O.E.
He was a rancher but later operated a grist mill. He entered the mercantile business and also became interested in mining properties.

Mayor Hugh Gilliland (Pic)
WESTON -- A new water reservoir and new lights . . . these coming during the tenure of Mayor Hugh Gilliland of which he is especially pleased. Another is the cooperative Athena-Weston ambulance, of which he is one of the drivers.
Gilliland was born in Pilot Rock in 1916 to Lewis and Loretta Gilliland. In 1918 the family moved to Weston and this has been his home ever since. With exceptions during WWII, that is.
Attending grade and high schools here, Gilliland went right from high school graduation in 1934 to a six months hitch in a Civilian Conservation Corps (CCC) camp at Susanville, Ore., now a mining ghost town.
""Mother taught the first school there during that early gold rush," Gilliland commented.
Lean Years
The 30's were "lean years" as anybody who lived through them can testify. Gilliland can testify to it and recalls the jobs he had which paid the munificent salary of $1 a day but which called for a day's work on Sunday as well.
"This meant getting up at 5 a.m. every morning and feeding several head of horses and steers. . . before breakfast, that is," recalled Gilliland.
In 1941 Gilliland went to work as a welder in a Portland shipyard and he was employed there until 1943 when he was inducted into the Army May 29, his birthday. He was discharged on Washington's Birthday in 1946 and arrived home in the States on Valentine's day.
Army service was as a welding instructor at the Aberdeen, Md. ordnance school for nearly two years before being shipped overseas to a post at Leyte on the Philippine Islands.
Married Florence Maxfield.
In 1942, Gilliland married the former Florence Maxfield, who was then a teacher at Adams. The couple has three children: Linda, who is Mrs. Lavern Hunter of Umapine: Robert, 1967 graduate of Weston High who is attending Blue Mountain College this and Paul, a freshman this year at Weston.
Since discharge from the ARmy in 1946. Gilliland has been farming and for most of the past 20 years has been on a partnership basis.
Gilliland served two years on the WEston city council before being elected mayor in 1964 for the first two year term. He was re-elected in 1966 A major project of the mayor and the city has been a new water reservoir which supplanted one of such vintage it was caving in and leaked.
Ambulance Service
Another was the venture with nearby Athena to bring an ambulance service back to the communities which had been discontinued about a year ago. Drivers and attendants are volunteers. "like firemen." and Mayor Gilliland takes his turn with a dozen other citizens of Athena and Weston.
Gillilan has been active in other pursuits as well. He is twice past master of the local Masonic lodge AF & AM 562 a member of Eastern Star and Associate Patron, charter member of the Weston VFW post and past commander and is a member of the Umatilla County Red Cross board.
For several years Gilliland has served as chairman of the Falcons Drum and Bugle Corps, made up of youths of Weston, Athena and Helix. His son, Bob, is the only charter member of the group still playing.
Members of the Weston council are Otis Gould, Monroe Graham, L.D. Hunter and Elvin McCullough. Mrs. Frankie Rencken is recorder and secretary. Charles Hearn and Lee Mitchell act as the police deppartment, maintaince men and ambulance drivers.

Raymond Cotner
Raymond E. Cotner, formerly of Hood River, died May 16, 2007, at Willamette Valley Medical Center in McMinnville, Ore., at the age of 84.
He was born Sept. 23, 1922, in Flasher, N.D., to Charles Lester and Myrta Mae Copenhaver Cotner. In 1934 at the age of 12 he moved to Nampa, Idaho, and graduated from high school. He graduated in Sciences from Northwest Nazarene College.
Raymond served in the Navy during World War II in the South Pacific as a medic with the 8th Marines 2nd Marine Division. He married Doris Edwards on Sept. 16, 1947, in Hood River, Ore. He graduated from Cincinnati Mortuary School and returned to Hood River and became owner of Anderson?s Funeral Home.
In the 1950s he also worked with the Atomic Energy Commission in Richland, Wash., for four years as a chemical engineer. In 1982 he sold the funeral home and in 1994 moved to Yamhill. He moved to McMinnville in 1997.
Raymond?s hobbies included fishing, hunting and traveling. He was a member of the Nazarene Church in both Hood River and McMinnville, was a lifetime member of Rotary International and was a member of VFW.
He is survived by his wife, Doris Cotner, of McMinnville; sons Bob Cotner of Parker, Colo., and Ray Cotner of Sherwood; daughters Becky Templin of Oak Harbor, Wash., and Cheryl Andrews of Sydney, Australia; sisters Wilma Trosper of Nampa, Idaho, and Doris Lawrence, of Hobe Sound, Fla.; and 10 grandchildren.
Visitation will be held at the Chapel of Macy & Son Funeral Directors Friday, May 18 from noon to 7 p.m. and Saturday, May 19, from noon to 6 p.m. A memorial service will be held Sunday at 3 p.m. at the Church on the Hill in McMinnville. Pastor Jerry Moen will officiate. A private interment will be held at Evergreen Memorial Park Mausoleum in McMinnville.
Remembrances may be made to Compassionate Ministry or the charity of your choice in care of Macy & Son Funeral Directors.
